Generate fnis for users error

I do not know if somehow it is being removed or what but I have even went to where the physical mod is. When I go to the Data section of Mod Organizer and go to tools there is no Generatefnisforusers.exe. After instillation I proceeded to enable the mod and than launch the Generatefnisforusers.exe. Ran it a sh.t ton of times afterwards until Skyrim broke.
